An easier way to stop them swapping medication or  selling it is by doing what they do on the wards of hospitals. You stand over them while they take their prescibed dose and don’t leave until you have checked their mouths to see if the are hiding it. Yes, it is time consuming, but it’s not like they are going anywhere soon  if in jail. Give it a try and hire more qualified nurses to ensure this comes to fruitation.
